CONSTITUTION AND RULES (as at June 2000)

OF THE GUILDFORD & DISTRICT SNOOKER LEAGUE  

1          CONSTITUTION 

The Guildford League was originated for the purpose of club members to play competitive snooker matches against other club members, and to encourage sportsmanship, and friendly competitiveness. 

It was never intended that clubs should search for players from other areas to represent them. 

The league will discourage this practice at all times. 

The league shall be known as the “GUILDFORD & DISTRICT SNOOKER LEAGUE” (hereinafter referred to as the league) open to NON PROFESSIONAL PLAYERS, from clubs within the Guildford area subject to the approval of the general league committee.  Players will be accepted by the league at any age, but players under 18 years of age may only play when club rules permit. 

1 (a)     OBJECT 

The object of the league shall be to conduct Snooker & Billiard leagues by way of annual competition.  To promote team and individual knock out competitions and other tournaments and actively encourage the pursuit of the highest possible standards of play, refereeing and sportsmanship. 

2          TROPHIES 

All trophies played for annually belong to the league, and shall not become the property of any one club, or player.  Any club or player holding annual trophies must return them immediately on ceasing to have membership of the league.  NO CLUB OR PLAYER MAY HOLD ANNUAL TROPHIES WITHOUT HAVING MEMBERSHIP OF THE LEAGUE.

 

A signature will be given for all annual trophies at presentation night.

 

The league shall also be responsible for purchasing 5 trophies for the winners and runners up of each division, and other tournaments.  These trophies will be available for collection on presentation night, any trophies not collected will be made available at the AGM following the presentation, any trophies remaining uncollected will then go to a charity organisation the next day.

 

 

3          AGM & LEAGUE OFFICERS

 

The league shall be composed of President, Vice President, Chairman, Hon Secretary / Treasurer, who shall be elected at the AGM with the exception of President & Vice President and the committee made up from club snooker secretaries or representatives.

 


 

 

The AGM shall be held each year in June.  Rules may only be altered at an AGM or an extraordinary General Meeting convened for that purpose.  Proposals for any such alterations must be received in writing by the Hon Secretary at least 7 days before any such meeting.

 

Attendance at the AGM shall be open to all registered members of the league.  Resolutions affecting all matters concerning the constitution of the league, and all proposals shall be governed by block voting ie. one vote for each club present at the AGM.  Any club not completing its fixtures, may forfeit its vote at the AGM if the General Council deem it necessary.

 

 

4          QUORUM

 

An AGM may not be held unless 25% of clubs are present.  At meetings of the Sub Committee 5% of clubs must be represented.

 

 

5          GENERAL EXECUTIVE SUBCOMMITTEE

 

The General Executive Sub Committee (hereinafter referred to as the Committee) comprising the league officers together with snooker secretaries or other members appointed by a club.  All clubs restricted to one vote on any proposal or matter under discussion.  Committee meetings will be held as directed by the Hon Secretary or Chairman and shall deal with any matters arising between

meetings of the general council.

 

 

6          MANAGEMENT of the LEAGUE

 

Management of the league shall be vested in the committee, who shall have the power to raise or impose fees as they think fit for the smooth running of the league.

 

To coopt with effect only until the next AGM any officer who by retirement or resignation or otherwise may be deemed to have relinquished his duties. To suspend any league competition or tournament in the event of lack of support. To withdraw from competition any team that defaults on 3 or more fixtures.  The committee may declare void those fixtures already played or make other decisions as may appear just, and expedient.

To effect other such functions as may be considered beneficial to the conduct of league affairs.

 

 

7          BANKING

 

All league monies shall be banked at the Halifax Building Society.  All cheques will be issued by the Halifax Building Society.

 

 

8          ACCOUNTS

 

Accounts shall be audited annually by an auditor appointed by the league.

 

 

 


 

GENERAL RULES

 

 

1          REGISTRATIONS

 

Application to enter teams in the league must be made in writing to the league secretary on or before June 19th or at a day directed by the Hon Secretary.  Five players must be registered with each team, and entry team fee as fixed by the committee must accompany each such application.

 

NO ENTRIES WILL BE ACCEPTED AFTER THIS DATE

 

Clubs that withdraw teams, or are withdrawn by the league for reason of default, after the league fixtures are published, WILL NOT be permitted to enter a greater number of teams the following season, than those registered teams that complete the season.

 

2          Clubs admitted to the league must be prepared to accept all members of the league on match nights for the purpose of league and competition matches.

 

Subject to rule 1 of the constitution.

 

Clubs not complying with this rule must be prepared to forfeit the points for any unplayed frames.  An exception to this rule is made if a player has been barred or suspended by that club.  In this case in team events the team involved should play a reserve.  In individual and pairs matches the venue will be reversed or played on a neutral table at the discretion of the match secretary.

 

3            Registration is open to members of both sexes.  All young members must be of an age

that permits them to enter licensed premises, subject to the rule 1 of the constitution and permitted to play on the table of the club that they register from.

 

4          All members over the age of 65 will be Hon members and may register free of charge.

 

5          Any player that is registered after the initial registration of teams and players in June, must have held membership of the club for a minimum of six months prior to registration.  Unless that player resides in the locality of the club, and it could reasonably be held that it would be his or her local club and used as such.

 

6          Players must only play for the team for which they register.  There will be no limit to the number of players registered for a team.

 

All players registered must be a member of the club they are registered from.  Players may play Billiards for any other club, but they must be a member of that club.

 

7          Should the Hon Secretary have any reason to doubt that a player being registered from a club, is not in fact a member of that club, then the Hon Secretary has the right to ask for proof of membership, ie a correctly dated membership card or book.

 

8          No player shall be allowed to play until 7 days after registration, this proviso may be relaxed at the discretion of the Hon Secretary.

 

9          Players may be registered at any time during the season on payment of the fee fixed by the committee.

 


 

10        COMPOSITION of TEAMS

 

NO TEAM MAY PLAY MORE THAT ONE PLAYER THAT HAS BEEN SELECTED OR PLAYED AT COUNTY LEVEL AS EITHER A JUNIOR OR SENIOR IN THAT GAME.

 

Should another member of that team be selected to play at county level for the first time, he must have been a member of that team for the two previous years in order to carry on playing.  Any player that has played at county level many years ago, but considers they should be exempt from this restriction, may apply to the committee for exemption giving their reasons.

 

11        Any complaint of bad behaviour on the part of either home players or visitors, must be made in writing to the Hon Secretary, any such complaint will be investigated by the committee and may lead to expulsion from the league.  Any player team or club having been the subject of a complaint will have their conduct monitored by the committee, and may be liable to any action deemed

necessary by the committee.

 

12        DEFAULTING PLAYERS

 

Any players causing a team to be withdrawn after registering for the league, and handbooks are printed.  By defaulting on matches, will be subject to a minimum ban of two seasons from the league.  Players who feel that they are not to blame may appeal to the committee from reinstatement.

 

12a      DEFAULTING TEAMS

 

Clubs that withdraw teams, or are withdrawn by the league for reason of default, after the league fixtures are published, will not be permitted to enter a greater number of teams the following season, than those teams registered from the club that complete the season.

 

13        TRANSFERS (teams)

 

The movement of complete teams from one Club to another and retaining their league status, will not be automatic right, and will be granted only for what is considered to be a good reason eg closure of a club.

 

Each individual application will be determined by the league at the AGM whose decision will be final.  If such a transfer is granted, then that team must remain with that club for five seasons, or as long as it would take them to attain their position in their division, assuming promotion each year.  No team will be granted a second movement without good reason.

 

Teams that move to another club on a temporary basis for any reason, and still play under their own club name, WILL NOT be able to retain their league status if they decide to play permanently from that temporary club under that clubs name (they will return to the bottom division).

 

13        TRANSFERS (players)

 

Any player wishing to transfer from one club to another must apply to the league Secretary in writing and providing no objection is raised by his former club, then on completion of a transfer form obtained from the league Secretary the transfer will be completed.  Players wishing to transfer within their club may only do so providing it is from a lower to a higher division, this must also be done through the league Secretary.

 


 

RULES OF PLAY

 

 

1          Each team shall consist of four players in the Snooker League, three in the Billiard League.

 

2          Players names will be entered on the match card in the order to be played.  If only two of the selected players are present at the time of writing the card, then these must be entered as Nos 1 and 2 on the card, likewise if only three players are present they must be entered as 1, 2 and 3.

 

A CAPTAIN CANNOT PUT A PLAYERS NAME DOWN TO PLAY No1 AND THEN SAY HE IS NOT HERE YET.

 

Team will exchange cards.  The first named players will oppose each other, as will 2, 3 and 4 in that order, but Rule 4 (rules of play) applies.

 

3          In the event of a player not being present when he is due to play, the next pair of players will continue the match, until the final frame, if the missing player is still absent for the final frame, then the reserve will take his place.  This reserve must be registered for the same team, if no reserve is

present the frame is forfeit

 

4          Team captains have the right to play a reserve if any member of the team is unable to play due to unforeseen circumstances.  This reserve must be registered for the same team.

 

5          CONCEDING

 

In all matches controlled by a referee, should a player make any move to unscrew his cue or in any other way give any indication that he has conceded whilst his opponent has balls to pot in order to secure the frame, then the referee shall be right to consider that the player has conceded.  (This does not effect a player that decides to change his cue during a match).

 

6          The miss rule will not be used in any matches.  AT NO TIME WILL A CUE-BALL BE REPLACED AFTER A MISS.  This does not effect the referees right to award a frame for bad sportsmanship.  Should a player when snooker, deliberately make no attempt to hit the ball on,

but just play the cue-ball to a safe position, knowing that the cue-ball cannot be put back, and also knowing that if he is asked to play again, he can do so and still gain an advantage.  THEN THE REFEREE SHOULD AWARD THE FRAME. 

WARNING, the referee should be careful not to penalise for a genuine miscue.

 

7          RESULTS

 

One point will be scored for each frame won to determine league positions, in the event of two or more teams scoring the same points, league positions will be determined by the greater number of  WINS and if necessary DRAWS.  Should teams still be level at this stage then positions will be determined in a play off involving FIVE PLAYERS on a date and at a venue fixed by the Hon Secretary.  Scores need not be entered on match cards.

 

IN ALL MATCHES EACH CAPTAIN IS RESPONSIBLE FOR POSTING CARDS.

 


 

8          MATCH NIGHTS

 

Monday, Tuesday or Wednesdays are the only options for snooker league match home nights.  Thursdays are reserved for Billiard League match nights.

 

All league matches must be played on the night scheduled in the fixture handbook.  TEAM CAPTAINS UNABLE TO COMPLY WITH THIS, MUST CONTACT THE LEAGUE

SECRETARY GIVING HIS REASONS.

 

Inability to field a complete team not in itself constitute a valid reason for postponement.  If the reason for cancellation is accepted by the league Secretary, the non offending team shall offer a choice of three dates, (all must be within 21 days of the scheduled date).  A team then defaulting on the offer shall be deemed to have conceded the match.  Should the non offending team be unable to find three dates, then the offending team must accept any date given that is not a league match night.

 

9          All league matches must commence at 8pm unless an earlier time is stated in the handbook, or has been specified by the league Secretary, or has been agreed by both teams.  Any team failing to have a player at the table by 15 minutes after start time, are liable to concede a frame unless an acceptable reason has been given.  Any team not represented or made contact, giving reason,

after 30 minutes, shall be deemed to have defaulted, and the match may be claimed.

 

10        DEFAULTS and DISPUTES

 

The league Secretary must be informed immediately of circumstances which prevent a match taking place, or any dispute regarding a match.  This may be referred to the Committee.

 

11        PROMOTION and RELEGATION

 

Automatic promotion and relegation will be carried out at the end of each season.  Two teams will be promoted each year, and the two bottom teams will be relegated each year.  In the event of teams withdrawing from the league, upgrading will take place at the discretion on the league Secretary.

 

12        CONTINGENCIES

 

Any contingency arising which is not covered by these rules will be dealt with by the committee.

 

Any matter upon which they cannot agree shall be referred to the General Council.

 

13        BILLIARD LEAGUE

 

Application to enter teams in the Billiard league must be made to the league Secretary by June 19th (or at a date directed by the Hon Secretary) accompanied by any fee fixed by the committee.  Players registration fee for snooker league also covers Billiards.

 

All teams and clubs in the Guildford & District Billiard League have agreed to play with the same manufacture and type of billiard ball.  This is to be sure that all matches are played using the same balls, as the balls are more important in billiards than snooker.  These balls should be used for all

billiard matches if they are available.

 


 

 

If a team or player is visiting a club for a billiard match, and they believe that the club does not have billiard balls as approved by the league, then if they take their own balls to the match, they should be used.

 

Any player registered from a club for snooker may also play billiards for that or any other club that he is a member thereof, but he may only play for one club in a season.  All billiard matches are to be played on Thursdays and will start at 7.30pm unless mutually agreed otherwise by both teams or players.  Teams will consist of three players 150 points up.  One point will be scored for every 50

points scored.  Other relevant details of snooker league will apply.

 

 

COMPETITION RULES

 

 

1(a)      All competitions will be played up to the final, with the first named player in all draws as the home player.  Only finals will be on neutral tables and controlled by a referee supplied by the league.  At all other matches, referees to be arranged and agreed by contestants.

 

1(b)      COMPETITION STARTING TIMES

 

ALL SNOOKER FINALS TO START AT 7.30pm

 

BILLIARDS

 

ALL BILLIARD MATCHES TO START AT 7.30pm

 

All matches must commence at 7.30pm unless an earlier time is stated in the handbook, or has been specified by the league or competition secretary.  Any team failing to have a player at the table by 15 minutes after start time, are liable to concede 50 points unless an acceptable reason has been given.  Any team not represented or made contact, giving reason, after 30 minutes shall be

deemed to have defaulted, and the match may be claimed.  Although penalties and times must be written into the rules, sportsmanship also should take consideration when teams have travel difficulties.  Discretion must be used in problems of travel especially during bad weather.

 

1(c)      Any player that finds that he/she will be unable to make a final date due to other commitments, must stop playing in that competition immediately, and not play any other round.

 

The final dates will be given in the handbook at the start of the season.  If any player is in doubt that he/she can make those dates, they should not enter. (Note rule 1(d).

 

Unless anything unusual happens during a season, team competition finals will always follow on after the last league matches, and will be followed by pairs and singles finals.  These will usually take place within the first 3 weeks of May.

 

1(d)      Any player who deliberately violates competition rule 1(c) by playing a match in a competition knowing that he/she will be unable to fulfil a final date, will receive an automatic ban from that competition for a minimum of one season, at the discretion of the committee.

 

2          Under no circumstances can a player be reinstated having once lost fairly in a competition.

 


 

3          OFFERING OF DATES

 

In all competitions the home team or player must offer to the opponent THREE DATES (in Team events these should not include league match nights or weekends unless agreed).

 

AT LEAST ONE DATE GIVEN MUST BE MORE THAN 7 DAYS BEFORE THE CLOSING DATE.

 

NOTE The restriction of the offering of league match nights when offering dates, can only apply to team events for obvious reasons.  Although pairs players must be from the same club, they may be and often are, from different teams.  This means that in a pairs match you could have player (a) with Monday as a home night, player (b) with Tuesday as a home night, player (c) with Wednesday as a home night and player (d) playing billiards on a Thursday.  This would make the offering of dates impossible if you were compelled to avoid league match nights, and even more impossible if a player has several matches to arrange.  Even so if possible you should not give players match nights if you can avoid them.

 

Dates must be given within 10 days of the draw being published.  If after 10 days no dates have been given, then the situation is reversed and the away player or team becomes the home player, and must offer dates within 7 days.  If on the closing date no result or claim has been received, both players or teams will be scratched.  When draws are published there will be a “Day One” given, from which date, the 10 days will count.

 

4          Written correspondence containing dates addressed to the club of the team or player, shall be deemed to be properly directed.

 

5          If no response is received by teams or players to dates so given within 7 days, then the team or player will be entitled to make a claim for the match.

 

6          If no result or claim has been received by the competition secretary on the expiry of the closing date, both players or teams will be scratched.

 

6(a)      IT IS THE RESPONSIBILITY OF THE WINNERS TO ENSURE THAT THE RESULT OR CLAIM IS GIVEN TO THE COMPETITION SECRETARY ON OR BEFORE THE CLOSING DATE.

 

 

JACK NIHELL CUP

 

The competition shall be open to all teams as directed by the secretary.  Matches throughout the competition will consist of four players.  The captains will complete cards as in league matches with 4 names in order of play.  All rules apply as in league matches except that should the match result in a draw, the captains will nominate a player to play a deciding frame.  This player must be one of the four named on the match card.  It is not necessary to enter scores on the card.  The competition will be played down to the final with the first named tea being the home team.  Only the Final to be arranged by the relevant competition secretary on a neutral table, and controlled by a referee.

 

 


 

KNOCKOUT SHIELD

 

The competition shall be open to all teams other than those in the Jack Nihell.  All other rules as for the Jack Nihell.

 

 

LES LOVELAND CUP

 

The competition is open to all clubs in the league, ONE team only from each club to consist of any 4 registered players of the club.  General rule 10 applies.  All other rules as for the Jack Nihell Cup.

 

It should be noted that the rules governing the offering of dates, ie offering of league match nights for team events.  As this is a CLUB team, only if ALL of a clubs teams play home matches on the same night, can that night be considered a match night.

 

(The logic of this is the fact that if a club has three teams playing on different nights.  They could claim that Monday, Tuesday and Wednesdays are all match nights, as all their players are eligible to play).

 

 

BILLIARD KNOCK OUT CUP

 

All clubs competing in the league shall be permitted to enter one or more teams.  All players must be registered members of the league.  Teams shall consist of 4 players.  The captains will enter the names on the card as in league matches in the order of play.  All games will be 100 points.  In the event of a draw on games, then aggregate points will decide, should the aggregate points also be level, the captains will nominate a player to play a decider.

 

The Billiards Balls as used in all Billiard League matches should always be used if they are available.

 

 

REG ELLIOTT CUP

 

The Reg Elliott Cup will be an handicapped competition, all teams may enter one team only.

Only players registered on the entry form in June, at the start of the season will be eligible to play, (this is because the handicap will be based on those players).

 

The format will be 3 players selected by the captain from a team, each playing 1 frame, all frames played to the black, and the aggregate score of the 3 frames to count.  Should a FRAME end in a draw, the black will NOT be re-spotted.  Should a MATCH end level on points, then the black will be re-spotted.  Each captain will enter the 3 names on a card in the order he wishes to play, as in the league.  Rule 3(d) on page 5 will still apply.

 

Handicaps will be fixed by the Secretary for the competition, and these will be based on the strength of teams, league positions at the start and during the season, league positions at the end of the previous season and results of previous seasons competitions, both team and singles/pairs, and any other relevant points thought by the secretary to effect a fair handicap. 

Handicaps will be published with every draw.


 

When scoring for this competition, it is easier if any handicap to be given, is put on the score board at the start of the first frame, and then all other frames played without putting the scores back, just added on.  Just treat it as one continuous frame.

 

ALL RESULTS TO BE SENT TO THE LEAGUE SECRETARY ON MATCH CARDS

 

These match cards should show the progression of the frame scores for each player (these are important for the setting of handicaps).

 

 

SNOOKER SINGLES CHAMPIONSHIP

 

The competition shall be open to all registered players in the league.  Entries must be in the hands of the Secretary by September 19th.  Matches prior to the semi-final will be of 3 frames.

 

Semi-finals will be 5 frames, and the final will be 7 frames.

 

The competition will be played down to the final with the first named player being the home player.  Only the Final to be arranged by the relevant competition secretary on a neutral table, and controlled by a referee.

 

MATCH NIGHT Competition rules 1, 1(a), 1(b), 1(c), 1(d) and 2 apply.

 

RESULTS  It is always the responsibility of the winner to be sure that results are given to the league secretary.

 

DEFAULTS  General rule 6 applies.

 

 

OVER 40s SINGLES

 

Open to all registered players who are aged 40 or over on August 1st of the season of entry.  All other rules as for snooker singles.

 

 

VETERANS SINGLES

 

Open to all registered players who are aged 60 or over on August 1st of the season of entry.  All rounds will be of 3 frames, the semi-finals and final will be the best of 5 frames.  All other rules as for snooker singles.

 

UNDER 23 SINGLES

 

Open to all registered players who are under 23 on August 1st of the season of entry.  Date of birth must be given on entry form.  All other rules as for veterans snooker singles.

 


 

LES PARKER PAIRS

 

Open to any number of pairs of registered players from the same club.  Pairs will play together throughout the competition there will be no substitutes.  All rounds prior to the semi-final will be the best of 3 frames, the semi-final and final will be over 5 frames.  Toss of a coin to decide the break, thereafter breaks.  The order of play may be changed at the start of each frame.  All other rules as for other competitions.  General rule 10 applies.

 

FATHER AND SON OR DAUGHTER PAIRS

 

Open to all Father or Mother and Son or Daughter pairs of players.  Only one of the pair need to be registered in the league.  Players can only play home matches from the club from which they enter the competition as a pair.  Should a player by unable to play an away match due to a restriction of the home club, for age or sex reasons, then the venue will be reversed.  All rounds prior to the semi-final will be the best of 3 frames.  The semi-final and final will be the best of 5 frames.  All other rules as for the Parker Pairs.

 

 

BILLIARD SINGLES CHAMPIONSHIP

 

Open to all members of the league.  Matches prior to the semi-final shall be decided by 1 game of 200 points.  The semi-finals will be 1 game of 300 points.  The final 1 game of 400 points.  All matches to start at 7.30pm.

 

As in Team Billiards, Billiard Balls as used in all Billiard League Matches should be used if they are available.  If a club does not have those balls, then a visiting player may take his own balls that are as league balls, to use in a match.

 

IN ALL COMPETITIONS AND ALL ROUNDS UP TO THE FINAL, IT IS THE WINNERS RESPONSIBILITY TO SEND THE RESULT TO THE SECRETARY, (even if the match is controlled by a referee).

 

ALL COMPETITIONS WILL BE PLAYED DOWN TO THE FINAL, WITH THE FIRST NAMED PLAYER OR TEAM BEING THE HOME PLAYER OR TEAM.  ONLY FINALS WILL BE ON NEUTRAL TABLES AND CONTROLLED BY A REFEREE SUPPLIED BY THE LEAGUE.

 

IN ALL BILLIARD MATCHES, BILLIARD BALLS AS USED IN THE BILLIARD LEAGUE, SHOULD ALWAYS BE USED IF THEY ARE AVAILABLE.
